Negotiations between representatives of West African nations and Malian military leaders have failed to reach an agreement on how to restore civilian rule in the country after last week's coup.
Tensions over the issue of returning property under civilian rule have arisen after army generals rejected the proposal and demanded a three-year transitional period led by the military.
Colonel Ismael Wague, a spokesman for the militant group that led the coup, said that despite ongoing discussions, the final plan for the transition to Mali would be decided by army commanders after extensive consultations with other civilian groups.
